Kèr Líhtùo (/lɪ̞t/ /ˈʊo/ [mosquito] [amazing]) is a subtropical Town located in the Aldäbn Region of the Tetbur Commune.

The name Kèr Líhtùo is derived from the Tauric language, as Kèr Líhtùo was founded by Dendromalis Ab Owen, who was culturaly Tauric.

Climate

Kèr Líhtùo has a yearly average temperature of 30°C (86°F), with its average temperature during the summer being a blistering 34°C (93°F) and its average temperature during the winter being a warm 27°C (80°F). Kèr Líhtùo receives an average of 218 cm/y (85 in/y) of precipitation, most of which comes in the form of rain during the fall. Kèr Líhtùo covers an area of nearly 6 km2 (2 mi2), and an average elevation of 3548 m (11640 ft) above sea level.

Overview

Kèr Líhtùo was founded durring the late 16th century in spring of the year 1490, by Dendromalis Ab Owen. The establishment of Kèr Líhtùo was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Dendromalis Ab Owen struck deals with nearby nations and communities to establish Kèr Líhtùo as a prison colony.

Kèr Líhtùo was built using the conventions of Tauric durring the late 16th century. Naturaly, all settlmentss have their own look to them, and Kèr Líhtùo is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Kèr Líhtùo is is constructed arround a semi-circular premissive worn bedrock mainstreet, with smaller strait roads linking the circiles to eachother at varrious points. The town rests behind the absurdity that is a thick, timber braced, wall made of clay bricks. While visualy impressive and certainly an astetic, Kèr Líhtùo's wall provides no actual defence against siege equipment due to the choice of its cosntruction materials. Even nonexperts can tell the town is trying to impress rather than defend with its walls, towers, and gatehouses. Though admittedly, they do look nice... To primitive tribals who have never seen fortifications before. The town's political statment focused walls are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the town's defences.

A look around Kèr Líhtùo gives you a feeling of distrust and paranoia. Also greed. The locals seem to be very much into scholastic pursuits, based on the hushed, murmured conversations you hear at least. Everyone in Kèr Líhtùo acts like they have discovered something wondrous, and are worried they will endure some horrible fate so another can take what they’ve discovered for themselves.

Civic Infrastructure

Kèr Líhtùo has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Kèr Líhtùo has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Líhtùo's public wards, blessings, and other arcane systems.

Kèr Líhtùo possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Kèr Líhtùo's grid is powered by a boiler and turbine based power plant.

Kèr Líhtùo has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Líhtùo's natural decorations nor waterways.

Kèr Líhtùo has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Kèr Líhtùo has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Kèr Líhtùo is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.

Cultural Notes

Kèr Líhtùo's town hall was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. Modular elements were often used to form masses representing specific functional zones, grouped into a unified whole.

Due to the actions of local Kami, spring is recurring in Kèr Líhtùo.

Kèr Líhtùo's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves orgies to channel Chronomancy energies of tier 3 via mimery.

Kèr Líhtùo is still bloodied by a recent violent conflict. A crushing bandit raid, a lost siege, getting caught at the periphery of a major battle, or some other calamity has inflicted severe damage on the place. Some communities may suffer a longer-term version of this, their youths lost in a grinding, endless battle against some perpetual threat.

In time immemorial, reportedly some time during the late 2nd century the Kami spared the town a natural disaster. One of Kèr Líhtùo's local festivals commemorates this miracle.
